usually going from manifold to headers are your best bang for buck bolt on in most cars, but DO YOUR RESEARCH, fallowed by a good cat bck exaust, tune up (programer) intake.... this is especially true on inline engines which are a lot cheaper to get headers for in most cases.
if you want to make real power upgrades cams, intake manifold, headers, heads, and a proper tuning are the best way to see REAL gains. however i dont know if cams heads and all that are avalable for the tC as of yet.

well in a lot of cars, cam/heads are useless without adjusting the ecu as in most cases they just can account for the extra flow. While I agree that an intake & exhaust are just the start (even with headers/etc you need them) headers are a limited benefit item, if the exhaust is still a restriction the header won't help much, its a complete package really. However, in most cases the header isn't at peak flow before the intake so you will see some gains from throwing more air at the motor through the intake.

and even at 1-3% gains, its not all about peak power, its area under the curve. The sooner the car is making HP (or torque depending on curve) and the time it holds near that peak power the better.

The stock tc intake is pretty good already, so you won't gain much.

Two things that you can do for cheap are:
1) Coolant bypass... improves your throttle response and it'll only cost $1.
2) Remove resonator box... it creates a lot of turbulence, just remove it and plug up the hole.

actually, be careful in removing resonator boxes/plumbing. Some designs I have seen gained 1-4 HP peak (approx 200-400rpm span) by removing the resonator, however, they lost 4+ ft/lbs of torque over 2000 rpm span. the resonators often do more good than harm.

4.5cf sub box.... :( Wish i could go with a smaller box, but don't have the money right now to find a sub that would work better in alot smaller box.
