you could always click the parking brake on one click before you start the car, start the car up, and no running lights will come on. then just unleash the parking brake when it gets dark.

note i said ONE click, so the brake is not engaged at all

I dealt with a friend's lumina in which it's lights were always on...The dial that was supposed to control it , did nothing. Is this what you mean? I made a simply cut & kill switch and eventually just rewired it all so the dial could control it.
